I shaved the head down as much as poss and it got the compression up to only around 8:1 yeh a good manifold would make a difference i think! im not sure how good a bigger turbo such as that would be in the city eh? feel free to ignore, but this is what ive found... just been the through the same issue with the TW sensor, made the car a REAL pig to start and that was with a freshly built motor!?

Also, had the same non earth issue on the injector rail, run a bigger fatter one, really helped me :)

can you hear the injectors "ticking" over trying to open?
They make quite a noise on these early motors that can easily be heard.

Sounds like the contacts inside the ignition switch are worn this is a problem i have come across quite a lot sometimes jiggling it and turning it on and off a few times makes it work. Have you driven an EK (not sure about the earlier ones) civ with a d16? They have a similar torquey feel to the city motor, really nice to drive. Can putter along in any gear at any time almost and pull strongly from idle. Aftermarket is all good but its very hard if at all possible to get a factor...

I agree with the above, compression test should be a good indicator, the cam issue is common. I have also found several blocks that the bores have been out of round, since the previous owners ignored the motor and just kept trashing it the piston starts to slap around a lot, and can explain problems...
