Did you happen to notice what the boost gauge showed at the time?
You may've either had either the overboost fuel cutoff cut-in, or the blow-by valve releasing. Which it shouldn't do.
Have you done the overhaul of the fuel pump relay contacts?

A couple of points to bear in mind before you wind back that idle. That cold idle speed has been chosen to make your engine last longer and also to produce lower emissions. A high idle from cold is essential to pump bulk oil to everywhere in the engine as soon as possible. And it also gets it warm...

Yep, one high pressure fuel filter. I think the alternative is from the 1st series Integra and go non-genuine. Definitely easier to undress the front quarter guard to get at the washer bottle and pumps. You'll probably find some rust in the guard down the bottom, so it's a good opportunity to tidy...

I do endorse the second method there. Put the car up on some ramps, if you can. Otherwise jack it and get it onto some axle stands. There's the fiddly heat shields on the body firewall to take off. Maybe not, but maybe. You'll need to pull the turbo out and clean it up. They can be dismantled easily. And reassembled with the same ease.
