Manifold is looking mint bro. One little point, most plenums taper down a bit at the far end from the throttle body. This is because the end runner generally gets more air than the others if its just left a plain log, making that cylinder run a little bit leaner.

That is characteristic of failing valve stem seals, which may be due to the valve guides being worn out. Should still be able to get hold of stem seals without trouble, and the guides are probably a generic part. The reason is happens is that when the engine is off, oil slowly leaks down the valves ...

No idea until you get into it. Would probably budget $500-1k + paint at least if the sills need re-doing, and you want it done properly.

Or buy a cheap chinese welder and teach yourself. Its not that hard to get passable results.
