Definiately a D series engine, any D series should fit VTEC or not would be good on fuel, Even a blacktop ZC DOHC would probably fit in there as they are very similar.

The heads on the DOHCs take up quite a bit of extra room, anything from the d15 or d16 family would be a great choice for a city. My daily has a d16y8 non vtec in it and its a great motor, very torquy but still revs out fairly well.
